TELLURIDE – The Town of Telluride’s Building and Planning Department will be hosting a series of open house meetings and work sessions in February and March to discuss pending changes to the Telluride Historic and Architectural Survey (THAS) – the unique rating system by which structures are sorted into categories according to their contribution to the town’s historic character.
Ever since Telluride was designated as a National Historic Landmark District in 1961, it has assumed the responsibility for periodically surveying the historic and physical condition of its commercial, residential and civic buildings. The last such comprehensive historic survey was conducted in 1986-1987. Historic ratings can restrict what property owners may do with their property.
In 2007, the town’s Building and Planning Department engaged survey consultant Carl McWilliams of Cultural Resource Historians to embark on a new survey, which was completed last fall. In some cases McWilliams’ work has resulted in proposed changes to a structure’s historic designation.
In October, the town began the process of holding public meetings to air concerns about these proposed changes. The upcoming round of meetings continues this process.
The THAS review process is being facilitated by Bob Mather and Mike Davenport (the current and former historic preservation architects for the Town of Telluride) in cooperation with the Historic Architectural Review Commission and McWilliams.
For the purpose of the upcoming meetings, properties have been grouped into six geographic areas within town limits, with separate meetings scheduled for each area. These meetings, which begin at 2 p.m. and will be held at the Telluride Town Hall, are intended as an opportunity for property owners to drop by and meet with McWilliams to informally discuss their property’s designation.
Each open house meeting will be followed that evening by a special HARC work session at 6 p.m. (also at Town Hall) at which property owners will have a chance to outline specific concerns regarding how survey updates have impacted their property.
The schedule of meetings is as follows:
Feb. 11: Area One – Pacific Avenue from Davis Street to Aspen Street
Feb. 12: Area Two – Colorado Avenue from Davis Street to east of Aspen Street
Feb. 13: Area Three – Columbia and Galena Avenues from Davis Street to Aspen Street
March 5: Area Four – Columbia, Galena and Gregory Avenues from Aspen Street to Pine Street
March 6: Area Five – Colorado, Pacific and San Juan Avenues from Aspen Street to Pinon Street
March 7: Area Six – Columbia, Galena and Gregory Avenues from Pine Street to Pinon Street
According to a letter which Mather sent to property owners on Jan. 16, any proposed THAS designation changes must first be considered by the HARC board for review, then recommended to the Telluride Town Council, which, in turn, must conduct a public hearing and enact proposed changes by ordinance.
Property owners who are unable to attend their designated meeting are encouraged to submit written comments via email to Mather at firstname.lastname@example.org.
