Public Hearing on Gravel Pit Proposal Set for April 25

MONTROSE COUNTY – A public hearing before the Montrose County Planning Commission has been set for Thursday, April 25, to consider a special use permit for a large gravel pit proposed on 250 acres of land nine miles south of Montrose, and one mile west of U.S. Hwy. 550.

Rocky Mountain Aggregate and Construction, LLC proposes to build and operate the Uncompahgre Gravel Pit on 247.76 acres of land it currently leases from Lazy K Bar Land and Cattle Co. The land, which is situated on a dry terrace surrounded by agricultural lands, is located on T Road west of Highway 550.

For the next 105 years, the applicant proposes to produce 104,000 tons of gravel per year along with concrete and asphalt producing batch plants. As proposed, gravel mining will occur in five stages. Stages 1-4 will create a pit 25-35 below the current terrace creating a berm and natural visual impact shield around the gravel pit. Stage 5 will take an estimated four years where that berm will be mined and in essence the terrace elevation will be lowered.

While the land is currently zoned general agricultural, under the Montrose County Land Use Code, the operation of a gravel pit is an allowed use as long as it receives a Special Use Permit. As part of the county’s two-step review process, the applicant must get approval from the planning commission before it can get approval from the Montrose Board of County Commissioners.

The April 25 hearing will begin at 6 p.m. and will be held in the Pioneer Room at Friendship Hall, 1001 North Second Street, in Montrose. Members of the public are encouraged to attend and those wishing to speak will be given an opportunity to do so.

Paralleling the county’s approval process, Rocky Mountain Aggregate and Construction has submitted its gravel permit application to Colorado’s Division of Reclamation, Mining and Safety. The public comment period on the state-issued permit is open until April 24.
