MONTROSE – Montrose police on Aug. 13 arrested Allen Eugene Richards, 53, after he was seen stumbling down an alley near downtown, and found he was wanted for parole violation in Texas.

According to Montrose Police Cmdr. Gene Lillard, Richards gave conflicting information to the first officer to approach him, around 10 p.m. on the 300 block of North First Street, but was eventually sent on his way.

But later, when the officer ran all the information through regional dispatch, it turned out that Richards had been convicted of felony homicide in Texas, and violated his parole by leaving the state and coming to Colorado.

“It sounds like he had served time for doing a homicide and was supposed to stay in the state,” Lillard said. “He is originally from here [Colorado], and I don’t know how long he had been here.”

Richards was arrested around 1 a.m. at a downtown bar, Lillard said, and was taken the Montrose hospital for medical clearance before being booked in the Montrose County jail.

Lillard said Richards threatened the arresting officers, and said he would “get even when he got out of prison,” Lillard said.
