Leaves Organization in ‘A Very Positive Time for Downtown’

MONTROSE — Downtown Development Authority Executive Director Scott Shine announced his resignation this week, stating he has accepted a city-level position in another Colorado community.  Shine added that he leaves during “a very positive time for downtown” between the DDA and its merchants.

The DDA formed in 2010 and Shine became that groups’ first executive director in 2011 after having worked as a planner for the City of Montrose since 2007.

Shine said he begins his new job in the first part of August; his last day with the DDA will be July 25, according to a press release. Shine said his replacement could be named in the next couple of weeks to continue the DDA’s success of engaging with downtown property owners and potential business owners to stimulate small business growth and overall investment.

“Scott Shine has helped to build something very special here,” said DDA Vice Chair Ralph Walchle. “While we understand his desire to move on to his next challenge, we’ve made great progress during Scott’s time with the DDA and we are sad to see him go. We are grateful for Scott’s contributions, and we wish him the best.  

“The DDA, in partnership with business owners, property owners, and other community organizations, has created significant positive momentum in downtown. The organization is in a great position to continue leading revitalization efforts for the benefit of our entire community.”

Since Shine’s involvement, nearly forty new businesses have opened within the 136-acre DDA district, along with an influx of an estimated $2 million in private investment.

Shine created and coordinated the adoption of the Montrose Downtown Plan of Development, a structured strategy for DDA to meet goals and challenges over the next three decades. Part of the DDA’s success has been seen through its partnership with the City of Montrose in establishing the Downtown Opportunity Fund micro-finance program, which provides low-interest capital for projects like building improvements and business expansion.

The DDA and the city are also collaborating in other ways to attract more businesses to downtown. Currently, both organizations are renovating a city-owned building located at 514 S. First St., roughly 100 yards from City Hall.

Shine said that building will be divided into two areas, one to be used for public functions with the Farmer’s Market Plaza next door, and the second as retail space for agriculture related businesses. He said projects like these should be viewed as a model for future low cost investment in downtown Montrose, using both public and private funds to renovate aging buildings which could be used to lure more businesses to downtown.

“It’s been a great opportunity,” Shine said of his time with the DDA. “It’s a positive time for downtown Montrose. I’ve been working to engage property owners with business owners to meet the needs and challenges, and that needs to continue. It’s been great to work with some many great people especially the volunteers,”

Yesenia Duncan of A+Y Design said on Tuesday that Shine’s departure will be felt.

“He did a great job,” she said.  “At DDA there are going to be some tough shoes to fill. He did a great job in getting people of downtown working together for a common cause. I’m real sorry to lose him.”
