Community Reception With Finalists Set for Nov. 28

MONTROSE – The Montrose Board of County Commissioners released the names of five finalist candidates for the County Manager positions being vacated by current County Manager Jesse Smith, who retires at the end of the year.

Applicants Jeffrey Baker, Roy “Rick” Eckert, Dale Hancock, Michael McNees and Jim Stahle were selected from a group of 40 applicants. 

The five finalists will be presented to the community at a reception planned for Wednesday, Nov. 28, at the Montrose Pavilion from 6:30-9 p.m. Anyone attending the reception will have the opportunity to meet with each candidate, listen to a brief presentation about their backgrounds and then give input to the county by filling out a candidate critique form.

The public forms will be reviewed by the interview panel and weighed as part of the decision process. The candidates will be assessed through an interview panel comprised of the commissioners and selected county staff on Thursday, Nov. 29. The final candidate will be selected soon after the interviews are completed and announced to the community in early to mid-December.

Baker, with more than 20 years of experience as a manager of public departments,. He currently works as the property manager of the Arapahoe County Facilities and Fleet Management Department in Littleton, Colo. To view Baker’s resume, visit

Eckert has more than 25 years of experience in the municipal management field as both a city and county manager. He served as an interim city manager in Powder Springs, Ga. and has also worked as a county manager in Alaska and as a city manager in Alabama and Missouri. To view Eckert’s resume, visit
